Antique 1880s - 1890s Victorian capelet or mantle (short cape) created from French Jet (black glass) beads, (likely) silk tassel ties and hand sewn ribbon trim.
This would have taken a seamstress hours to hand bead.
A beautiful piece of history that dates to the late 1800s when rules around mourning etiquette were relaxing. Transitioning to secondary or half mourning meant people could start to wear less humble black garments. The French Jet would have added a little extra sparkle to a Victorian lady's attire.
Best fit: one size, shown on a dress form with a 34 inch bust.

Styling & Wear:
I consider this a collector's piece, for display, but I imagine it could be very gently worn for a short period 'with care' - BUT my caveat would be to ensure the fringe beads are reinforced (the threads are old and a sprinkling of beads would be a tragedy - I would not refund for this).
Safety & Care:
Keep all beads away from young children (choking hazard). All vintage items have been pre-used unless stated otherwise and may have gentle signs of wear consistent with age.
